Brentwood homebuilders could see a change in how building permit fees are calculated after the City Commission approved an ordinance revision on first reading Monday, Oct. 26.

Ordinance 2026-12 amends Section 14-72(a) of the municipal code, which governs the square footage construction costs used to calculate building permit fees for new single-family homes. The commission approved the measure at its 7 p.m. meeting at Brentwood City Hall, according to the city's meeting agenda.

The ordinance still needs a second reading before it can take effect.

Under the current fee structure, set by Ordinance 2025-09, permit fees for new single-family homes are based on total construction valuation. Habitable building area is assessed at $170 per square foot, while unfinished areas such as basements, detached garages and accessory structures are assessed at $30 per square foot. The valuation follows the International Code Council's Building Valuation Table.

The full text of Ordinance 2026-12, including any changes to those per-square-foot rates, has not been published in the available public record.

The commission also approved four consent agenda items. Those included Resolution 2026-96, adopting a revised schedule of public works project fees, and two Open Space Residential Development plan alterations.

Resolution 2026-97 authorized changes to the OSRD development plan for the Brentwood Country Club. An OpenTennessee tracking page described the measure as allowing minor modifications to the country club's master development plan, though specific details of the changes were not available.

Resolution 2026-98 authorized a similar OSRD plan alteration for the Reserve at Raintree Forest subdivision. No details on the scope of those changes appeared in the public agenda.

OSRD zoning allows homes on lots smaller than one acre, provided the remaining land is preserved as open space, according to the city's planning and zoning guide. The overall density remains one dwelling unit per acre.

The commission also approved the purchase of equipment, graphics and installation for 11 police vehicles and painting for nine police vehicles.

Mayor Nelson Andrews led the meeting. City Manager Jason Gage's name appeared on the agenda. Individual vote counts were not listed in the published agenda.

The commission's next meeting is 7 p.m. Monday, Nov. 23, at Brentwood City Hall, where Ordinance 2026-12 could come up for a second reading.
